Removes the requirement that state-source grants to domestic violence shelters be matched with local funds of at least 25% of the grant amount.

Allows domestic violence shelters receiving state funding to accept gifts, trusts, bequests, grants, endowments, federal funds, and other special source funds without restriction.

Renumbers existing provisions regarding grant limits (capped at $100,000 adjusted for inflation since 1983), confidentiality requirements, educational programs, and child admission policies.

Maintains existing eligibility requirements including nonprofit incorporation, diverse board representation, 24/7 shelter operations, crisis hotlines, and non-discriminatory admission policies.

Takes effect July 1, 2021.
