Amends Mississippi Code Section 25-53-191 to update policies governing state-owned wireless communication devices and introduces the new term "wireless service plan" covering voice, text, and data services

Prohibits state employees from using state-funded wireless devices or service plans for personal use except in emergencies or for incidental use

Prohibits state agencies from reimbursing officers or employees for purchase or use of personal wireless devices or service plans

Requires agency head certification before assigning a wireless device with a service plan, and written documentation of valid business need if an employee is issued more than one device with a plan

Removes previous exemptions for University of Mississippi Medical Center, Mississippi State University Extension Service, and other university research facilities from these requirements

Requires the Mississippi Department of Information Technology Services to maintain an approved vendor list and promulgate acceptable use policies, with the State Auditor conducting compliance audits (effective July 1, 2021)
