Authorizes the Mississippi Department of Human Services to establish a three-year pilot project in Jackson, Canton, West Point, and Moss Point to provide modular or rehabilitated homes to homeless individuals or those at risk of homelessness.

Defines "homeless" as individuals living in shelters, sleeping in places not designed for sleeping (streets, abandoned buildings), or facing imminent loss of housing.

Requires the department to coordinate the program with federal agency programs targeted at assisting homeless individuals through housing and support services.

Mandates the department submit annual reports to the Legislature on pilot project status with recommendations for expanding to additional counties and municipalities.

Becomes effective July 1, 2021.
