Establishes the Mississippi Emergency Communications Authority within the Mississippi Emergency Management Agency to administer a statewide 911 and Next Generation 911 (NG911) system, governed by a 13-member board appointed by the Governor and Lieutenant Governor

Authorizes counties to levy an emergency communications service charge of up to $4.00 per month on landline, VoIP, wireless, and prepaid wireless connections, with the Department of Revenue collecting and remitting funds to the authority

Distributes collected funds with at least 70% going to local emergency communications districts based on connections in each district, and up to 30% deposited into the NG911 Fund for statewide implementation of IP-based emergency services networks

Requires all emergency communications districts to adopt an NG911 Plan by December 31, 2027, or lose eligibility for NG911 funding

Repeals existing statutes governing the Commercial Mobile Radio Service (CMRS) Board and consolidates emergency communications oversight under the new authority, effective July 1, 2021
