Allocates grant funds to regional food banks using a formula based on the number of food insecure persons in each bank's service area divided by total food insecure persons statewide, with data from Feeding America

Caps administrative costs at 1% for the department and 7% for regional food banks, and requires preference for Mississippi-based food sources when purchasing

Creates the SNAP Healthy Food Incentive Program to provide matching dollar incentives for SNAP benefits spent on fruits and vegetables at participating farmers markets and retailers, with at least 90% of funds going directly to incentives

Authorizes community foundations holding previously appropriated funds to make grants to food pantries and nonprofit entities without following state procurement requirements
