Creates a seven-member study committee to evaluate state fleet management operations, comprised of three Senate members (appointed by Lieutenant Governor), three House members (appointed by Speaker), and the Director of Finance and Administration as a nonvoting ex officio member.

Committee must evaluate fleet management operations to identify potential efficiencies and estimate achievable cost savings.

Appointments must be made within 30 days of the act's effective date; committee members shall elect a chairman, vice chairman, and other officers at their first meeting.

Legislative members receive reimbursement from their respective house contingent expense funds with Rules Committee approval; committee may accept donations or grants from public or private sources.

Committee must submit findings and recommendations to the Legislature before December 1, 2021, and shall be dissolved upon submission of the report.
