Increases the maximum authorized general obligation bonds from $3,000,000 to $5,000,000 for the Concourse Workforce Training Center in Batesville, Mississippi

Funds are designated for repair, renovation, and other improvements to buildings and related facilities to house the workforce training center

Bonds must be issued before July 1, 2023 and cannot exceed 25 years from date of issue

A special fund called the "2019 Concourse Workforce Training Center" is maintained in the State Treasury, with unexpended amounts carrying over between fiscal years

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, and are exempt from all state taxation
