Amends Section 25-41-7 of the Mississippi Code to allow public hospital boards of trustees, their committees, and governing entities to hold executive sessions for discussions of prospective strategic business decisions, including decisions to open new service lines, implement capital improvements, or file applications for certificates of need.

Permits executive sessions by public hospital boards to discuss any identifiable patient information, including patient complaints, patient accounts, charity care cases, or treatment identifiable to specific patients.

Requires that the reason for holding an executive session must be stated in an open meeting before the session is held and recorded in meeting minutes.

Maintains the requirement that an affirmative vote of three-fifths of all members present is needed to declare an executive session, and that all meetings must commence as open meetings.

Takes effect July 1, 2021.
