Authorizes issuance of up to $700,000 in state general obligation bonds to assist Marks, Mississippi, in constructing, furnishing, and equipping a new building to house an emergency shelter, community center, and city hall

Creates the "2021 Marks, Mississippi, Emergency Shelter/Community Center/City Hall Construction Fund" within the State Treasury to hold bond proceeds, with unexpended amounts not lapsing at fiscal year end

Bonds may not be issued after July 1, 2025, and must mature within 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

State Bond Commission is authorized to determine bond terms, sale method, and handle all aspects of issuance and sale
