Authorizes the State Department of Health to charge grants, contracts, pass-through funds, project fees, or service charges to other state agencies and educational institutions for operating Mississippi's medical marijuana program established by Initiative 65

Allows the State Fiscal Officer to issue warrants for Health Department expenditures from the medical marijuana special fund without requiring a legislative appropriation

Permits the State Fiscal Officer to authorize non-state service personnel positions at the Health Department for implementing the medical marijuana program, funded by the special fund

Exempts the Health Department from Mississippi Department of Information Technology Services regulations and competitive bidding requirements when acquiring IT equipment for the medical marijuana program until July 1, 2024

Includes automatic repeal provisions if the Mississippi Supreme Court strikes down Initiative 65 in its entirety
