Classifies electric bicycles as bicycles, not motor vehicles, exempting them from registration, licensing, title, and financial responsibility requirements.

Establishes three classes of electric bicycles based on motor assistance: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-assist up to 20 mph), and Class 3 (pedal-assist up to 28 mph).

Requires manufacturers to affix permanent labels on electric bicycles displaying classification, top assisted speed, and motor wattage in Arial font at least 9-point type, effective January 1, 2022.

Prohibits persons under 16 from operating Class 3 electric bicycles and requires all Class 3 electric bicycles to have speedometers; allows electric bicycles on streets, highways, bicycle lanes, paths and multiuse paths unless prohibited by local authorities.

Amends multiple sections of Mississippi Code to exclude electric bicycles from motor vehicle definitions in statutes covering hazardous waste, municipalities, taxes, insurance, consumer finance, and off-road vehicle regulations.
