Establishes the Opportunities for Diversity in Contracting (ODC) Program administered by the Mississippi Development Authority to increase state contracting with socially and economically disadvantaged small businesses, defined as having net worth not exceeding $750,000

Requires the MDA to create certification procedures for ODC business enterprises, establish agency procurement goals based on contractor availability, develop a point system for evaluating bid proposals, and implement outreach programs to educate potential participants

Mandates each state agency appoint an ODC compliance officer responsible for monitoring program compliance, analyzing spending with ODC vendors, tracking expenditures, and submitting quarterly reports on ODC waivers granted

Requires state agencies to include contract language prohibiting discriminatory employment practices, certifying compliance with fair labor laws, and encouraging contractors to purchase from certified ODC vendors

Amends Mississippi Code Section 31-7-13 to require use of the ODC point system when determining the lowest and best bidder for purchases over $5,000 and construction contracts over $50,000
