Reenacts sections of the Mississippi Critical Teacher Shortage Act of 1998 to extend programs addressing teacher shortages in designated critical shortage areas.

Allows state-licensed teachers relocating to critical shortage areas to receive reimbursement of up to $1,000 for documented moving expenses, with approval from the local school district and state department.

Establishes the University Assisted Teacher Recruitment and Retention Grant Program providing scholarships up to the highest state university cost for tuition, books, materials and fees for teachers pursuing Master of Education or Educational Specialist degrees in critical shortage areas.

Creates the Mississippi Employer-Assisted Housing Teacher Program offering special home loans up to $6,000 to licensed teachers in critical shortage areas, convertible to interest-free grants based on three years of service.

Extends the repeal date of key program sections from July 1, 2021 to July 1, 2024, while Section 37-159-13 is repealed on July 1, 2021.
