Requires the Department of Education to develop a program aimed at increasing internet connectivity to students and schools throughout Mississippi.

Mandates the department identify schools and school districts lacking basic internet connectivity, evaluating them based on whether the school has basic internet connectivity and whether students have home or other accessible internet access.

Designates the lowest performing schools and school districts as having "critical connectivity" rating.

Provides that funding for broadband access and fiber optic capacity improvements shall be allocated first to schools and districts rated as having "critical connectivity problems," with remaining appropriated funds distributed at the department's discretion to achieve 100% connectivity statewide.

Takes effect July 1, 2021.
