Requires homeschool participants to pay the same fees as public school students, meet identical academic and behavioral standards, pass grade-level testing, and comply with physical exam and immunization requirements.

Imposes a 12-month waiting period before homeschool students who transfer from public schools may participate in interscholastic extracurricular teams.

Prohibits public schools from discriminating against eligible homeschool students in team selection and allows public school teams with homeschool participants to compete without restriction.

Specifies that participation is a privilege, not a right, and does not create legal liability for schools or athletic associations.
