Creates crime of selling, transferring, marketing, or giving away human or synthetic urine with intent to defraud drug or alcohol screening tests, including transporting such urine into Mississippi.

Prohibits attempting to defeat screening tests by substituting urine, spiking samples, or advertising urine substitution devices, and prohibits possessing or marketing adulterants (including bleach, nitrites, chromium, and 12 other listed substances) intended to tamper with urine samples.

Establishes rebuttable presumption of intent to defraud if heating elements or instructions for thwarting drug tests accompany urine sales or distribution.

Sets penalties as misdemeanor for first offense ($1,000 fine and/or up to 6 months jail), misdemeanor for second offense ($2,000 fine and/or up to 1 year jail), and felony for third or subsequent offense (up to $5,000 fine and/or up to 3 years in Department of Corrections).

Effective July 1, 2021.
