Authorizes qualified electors to vote early from 21 days before an election through 5 days before election day at the registrar's office or designated location.

Establishes early voting hours: weekdays 8:00 a.m. to 5:00 p.m. (with 7:00 p.m. closing the last two days), and one Saturday from 8:00 a.m. to 4:00 p.m.

Requires registrars to provide 25 days' notice of early voting hours by newspaper publication and permits closure on state holidays if announced.

Applies standard election procedures to early voting; all early votes are final and counted simultaneously with election day votes; candidates may observe and challenge early voters as at polling places.

Prevents early voting when only one candidate qualifies for all offices and prohibits voters from casting absentee ballots at the registrar's office during the early voting period.
