Requires the Department of Public Safety to create and maintain a publicly accessible centralized database for real-time jail census data and establish uniform reporting standards for all county sheriff's departments

Mandates detailed tracking of detainee information including name, sex, race, date of birth, arrest date, charges, bond amounts, indictment dates, arraignment dates, and sentence lengths

Requires collection of aggregate data such as average length of stay by offense type, percentage of offenses by category (violent, property, drug, public order), and time from arrest to indictment to trial

Amends jail docket requirements to include additional data points (sex, race, date of birth, bond amount, indictment date, arraignment date, guilty plea date, trial date) that must comply with uniform reporting standards

Directs the Department of Information Technology Services, Department of Public Safety, and Administrative Office of Courts to submit a report by September 1, 2021, recommending the most cost-effective implementation options for the database system
