Sets a 30-day deadline before any election for online registration submissions and requires county registrars to process applications within 14 days, providing written approval notices that serve as voter registration cards showing assigned voter registration numbers and polling location information.

Establishes grounds for rejection of online applications, including incomplete information, inability to verify applicant eligibility, applicant already registered as a qualified elector, or failure to match Department of Public Safety records; rejected applicants may attempt registration in person or by mail.

Updates existing voter registration law sections to reference online registration procedures and sets the effective date as July 1, 2021.
