Mississippi Election Reform Act of 2021 (SB2577)

• Secretary of State must compare voter registration system with state identification databases to prevent non-U.S. citizens from voting, with registrars sending notices to flagged voters requiring citizenship proof within 30 days or facing removal from voter rolls.

• Establishes online voter registration for eligible unregistered persons with valid driver's licenses or photo ID, requiring applicants to attest to accuracy and consent to signature use from their identification.

• Election commissioners must send confirmation notices to registered electors who have not voted in two years; voters failing to respond within four consecutive years (covering two federal elections) will be removed from voter rolls, with removal records retained for at least two federal general elections.

• Removes the option to mark ballots with indelible pencil, requiring ink marking only; adds emergency response providers deployed during state emergencies as eligible for absentee ballots.

• Authorizes Secretary of State to regulate review, certification, decertification and implementation of voting systems; repeals requirement for documentation of naturalized persons; effective July 1, 2021.
