Creates the Mississippi White-Collar Crime Offender List, a publicly accessible online registry maintained by the Attorney General listing individuals convicted of specified white-collar crimes including embezzlement, bribery, fraud, and extortion

Offenders remain on the list for 5 years from conviction or 5 years after release from incarceration (whichever is later), with the clock restarting for any violation of sentencing terms or plea arrangements

List must include offender's full legal name, aliases, physical description, date of birth, and photograph, but excludes Social Security numbers, addresses, and phone numbers

Prohibits individuals on the list from registering as lobbyists, performing lobbying activities, being hired by state or local governments for positions handling public money, or holding offices of profit, trust, or honor

Requires court clerks to report convictions within 60 days and the Department of Corrections to search records for qualifying offenders, with an effective date of January 1, 2022
