Authorizes the registrar to alphabetize absentee ballots and separate them by precinct at the close of business each day at the registrar's office.

Requires absentee ballots received by mail to be postmarked on or before election day and received by the registrar no more than 5 business days after the election to be counted.

Mandates that absentee ballots cast in person at the registrar's office be deposited into a sealed ballot box by the voter no later than 12:00 noon on the Saturday before Tuesday elections, Thursday before Saturday elections, or the second day before other elections.

Requires the ballot box to be sealed at close of business each day and stored in a secure location in the registrar's office until the next business day.

Takes effect July 1, 2021.
