County executive committees must appoint municipal executive committee members no later than 150 days before municipal primary elections and notify the municipal clerk and state executive committee of appointments

State executive committee must appoint municipal executive committee members if no notification is received by 120 days before the first primary election

Municipal executive committee size is based on population: 3 members for municipalities under 20,000 inhabitants, 5 members for 20,000-100,000 inhabitants, and 7 members for over 100,000 inhabitants

Persons convicted of a felony in any state or federal court are barred from serving on a municipal executive committee

Repeals Sections 23-15-313 and 23-15-315 (provisions for temporary executive committees) to conform with the new appointment process
