Authorizes qualified electors to vote in the registrar's office between 21 days and 2 days before any election during the preelection day voting period.

Establishes preelection voting hours as 8:00 a.m. to 5:00 p.m. on weekdays, with extended hours (including lunch and 5:00-7:00 p.m.) during the final full week before an election.

Requires voters to present acceptable photo identification and sign a receipt book before casting ballots using the same procedures as election day voting.

Makes all preelection votes final, with results announced simultaneously with election day vote totals, and allows candidates to challenge voter qualifications as permitted on election day.

Directs the Secretary of State to promulgate rules and regulations for implementing preelection day voting, effective July 1, 2021.
