Prohibits criminal enforcement of regulations created through "regulatory catch-all" provisions unless approved by joint resolution with simple majority vote in both legislative chambers and signed by the Governor.

Defines "criminal enforcement" as actions resulting in imprisonment, felony/misdemeanor conviction, fines exceeding $10,000, or loss of constitutional rights including voting, gun ownership, and Fourth Amendment protections.

Restricts unapproved regulations with criminal penalties to civil enforcement only until legislative approval requirements are met.

Establishes default civil penalties of up to $150 per violation and contempt remedies (additional fines, license suspension) for violations of regulations lacking specified civil enforcement penalties.

Effective date: July 1, 2021.
