Removes the offense of "selling" controlled substances within correctional facilities from subsection (1), leaving only "bringing to" or "possessing" as violations for general persons.

Reduces penalty for bringing or possessing controlled substances in state correctional facilities, county jails, municipal jails or other jails to imprisonment of no more than one (1) year or a fine of not more than $5,000, or both.

Creates separate offense for facility employees and officers knowingly permitting controlled substances to be sold, possessed or used in facilities.

Establishes new offense of selling controlled substances within correctional facilities with mandatory punishment of $25,000 fine and imprisonment for not less than three (3) years nor more than seven (7) years, with no eligibility for probation, parole, or sentence reduction.

Effective date is July 1, 2021.
