Establishes a secure internet website administered by the Secretary of State in cooperation with the Mississippi Department of Public Safety to allow qualified electors to register to vote online and change registration information.

Requires verification that applicants have a current valid Mississippi driver's license or photo identification card with matching information on file with the Department of Public Safety before registration is approved.

Directs county registrars to process online applications within 14 days and either approve with written notification containing voter registration number and polling place information, or reject with written explanation of reasons.

Permits online registration applications to be submitted up to 30 days before any election, with the submission date to the secure website serving as the official registration date.

Takes effect July 1, 2021.
