Municipal governing authorities may authorize golf carts and low-speed vehicles to operate on designated public roads and streets within municipal corporate limits through ordinance.

Operators must possess a valid driver's license or temporary driver's permit and proof of financial responsibility; golf carts are limited to 20 mph and low-speed vehicles to 20-25 mph.

Golf carts and low-speed vehicles may operate on streets where bicycles are permitted but cannot use state or federal highways except for crossing at the shortest distance; must use outside lanes on multilane roads.

Municipalities must register golf carts and low-speed vehicles with a registration decal displayed on the left rear fender; registration remains valid for the life of vehicle ownership and owners receive a map of permitted operation areas.

Amends Mississippi Code sections 27-19-3, 27-51-5, and 63-17-155 to exclude golf carts and low-speed vehicles from the definition of "motor vehicle" for tax and regulatory purposes.
