Amends Mississippi Code Section 11-51-75 to exempt constitutional challenges to ordinances, rules, regulations, and laws from the ten-day appeal filing deadline currently required for other appeals from local government decisions.

Preserves the ten-day filing requirement for all other appeals from board of supervisors or municipal governing authority decisions to circuit court.

Constitutional challenges may be filed without adhering to the ten-day deadline, while all other procedural requirements for appeals remain in effect.

Takes effect July 1, 2021.
