Transfers administration of the Mississippi Foster Care Fund from the Department of Child Protection Services to the Office of the Attorney General, effective July 1, 2021.

Changes the fund's purpose to provide grants through the Mississippi Association of Child Caring Agencies and CASA Mississippi, Inc. to entities providing training and collaborative resources to nonprofits serving children and families at risk of entering or in the foster care system.

Requires 90% of funds from court assessments to support direct services to foster families and foster children, with no more than 10% for administrative purposes.

Directs distribution of non-administrative monies equally (50% each) to the Mississippi Association of Child Caring Agencies and CASA Mississippi, Inc. on an annual basis aligned with the state fiscal year.

Increases the state assessment for drug violations from $20.00 to $10.00 that flows into the Mississippi Foster Care Fund under Section 99-19-73.
