Establishes a comprehensive legal framework for selling travel insurance in Mississippi, replacing the "Limited Lines Travel Insurance Act" with the "Travel Insurance Act."

Creates licensing and registration requirements for limited lines travel insurance producers, travel retailers, and travel administrators who sell or administer travel insurance in the state.

Allows travel protection plans combining travel insurance, travel assistance services, and cancellation fee waivers to be sold as a single package if consumers receive clear disclosures about each component at or before purchase.

Requires travel insurers to pay premium taxes on policies sold to Mississippi residents and establishes that travel insurance is classified as an inland marine line of insurance (or accident and health for certain medical coverage).

Implements consumer protections including mandatory cancellation rights (10-15 days for full refund), prohibitions on negative option sales, disclosure of preexisting condition exclusions, and restrictions on marketing blanket coverage as "free."
