Transfers jurisdiction and authority over the Mississippi Geologic Sequestration of Carbon Dioxide Act from the Mississippi Commission on Environmental Quality to the State Oil and Gas Board

Designates the State Oil and Gas Board as the permitting agency for Class VI underground injection control wells used for carbon dioxide sequestration

Authorizes the Board to promulgate rules and regulations for the Class VI underground injection control well program, in consultation with the Department of Environmental Quality

Establishes the Carbon Dioxide Storage Fund with a target balance of $2,500,000 per geologic sequestration facility, funded by per-ton fees on carbon dioxide storage

Effective date of July 1, 2021
