Amends Section 31-9-13 of Mississippi Code to clarify the Department of Finance and Administration's Office of Surplus Property's authority to operate the Federal Donation program.

Authorizes the department to assess fees or commissions on institutions, agencies, or individuals acquiring surplus property to establish and maintain a revolving fund for program operations.

Limits the revolving fund to a maximum of $1,000,000 above and beyond four months of operating expenses and caps annual expenditures at $250,000 per fiscal year.

Requires the department to follow procedures outlined by the United States General Services Administration in establishing the fund.

Takes effect July 1, 2021.
