Lowers the ACT score requirement for nontraditional route teacher candidates from 21 to 18, effective July 1, 2021.

Allows applicants with an ACT score of 18 (or SAT equivalent) to qualify for teacher licensure under the alternate/nontraditional teaching route if they also pass the Praxis Core Academic Skills for Educators examination.

Directs the Department of Education to establish what score constitutes a qualifying passing score on the Praxis Core examination, with the requirement that the score be reasonably attainable and result in more teachers able to serve the state.

Maintains existing alternative qualification pathways: passing the Praxis Core exam or achieving a minimum 3.0 GPA on pre-admission coursework.
