Amends minimum funding levels for prekindergarten programs under the Early Learning Collaborative Act, increasing per-student funding to no less than $2,500 for full-day programs and $1,250 for half-day programs (previously $2,150 and $1,075 respectively).

Requires the Legislature to increase appropriated funds annually with the goal of serving 25% of the state's four-year-old children by the beginning of the 2023-2024 school year.

Mandates that existing early learning collaborative agreements be modified each July 1st to reflect any increased cost-per-child approved by the Legislature for that year.

Removes the previous three-phase funding cap structure (which capped funding at $33.95 million) and replaces it with directive to maintain and increase the percentage of four-year-old children served on an annual basis.

Takes effect July 1, 2021.
