Establishes the District System Design Partnership Program to improve student achievement and economic competitiveness in selected Mississippi school districts through partnership with a nationally recognized education leadership organization.

Mississippi Development Authority serves as fiscal agency and contracts with a nationally recognized education leadership organization to deliver a three-phase program: Phase One analyzes district context and performance gaps, Phase Two provides four executive development sessions on systems redesign, and Phase Three develops district-specific redesign plans.

Designates eight school districts for participation split into two collaborative groups: Cleveland, Sunflower County, Leland, and West Bolivar Consolidated School District receive one-half of funding; Greenwood-Leflore Consolidated, Holmes County Consolidated, Greenville Public, and Vicksburg-Warren School District receive the other half.

Each participating district's leadership team must develop a comprehensive redesign plan within approximately twelve months that includes strategic vision and tactics aligned with top-performing education systems and world-class standards.
