Creates the 2021 Mississippi Education Task Force to review public school regulations and recommend removal of excessive regulations, improve innovation opportunities, and assess the state's accountability system effectiveness

Task force membership includes the State Superintendent of Public Education, Director of Educational Accountability, State Auditor, local school superintendents, business administrators, principals from suburban and rural districts, and at least three Teacher of the Year recipients

Requires review of COVID-19 pandemic regulation waivers to determine which should become permanent, and examination of waivers granted to "A" or "B" rated districts for possible expansion to all districts

Directs study of the districts of innovation program, federal Every Student Succeeds Act (ESSA) flexibility options, alternative assessment methods, and whether nonacademic indicators like student/teacher/parent satisfaction should factor into school ratings

Task force must submit findings and recommendations to the House and Senate Education Committees by December 1, 2021, at which point the task force dissolves
