Creates the "COVID Impact Literacy-Based Promotion Modification Act" as a temporary exception to the Literacy-Based Promotion Act for the 2020-2021 school year only.

Allows third-grade students who fail the reading screener or score at the lowest achievement level on state reading assessments to be promoted to fourth grade despite not meeting normal proficiency requirements.

Requires students promoted under this exception to receive intensive remedial reading instruction including a minimum of 90 minutes daily of research-based reading instruction addressing phonemic awareness, phonics, fluency, vocabulary, and comprehension.

Mandates development of individual reading plans for promoted students and requires assignment of high-performing teachers to deliver interventions and supports.

Applies only to the 2020-2021 school year as a COVID-related accommodation, with the existing literacy-based promotion standards resuming thereafter.
