Requires the State Department of Education to develop a central reporting system for data that must be reported to the U.S. Department of Education Office for Civil Rights.

Mandates each school district and charter school report all required federal data to the state system no later than July 1 of each year.

Requires both the State Department of Education and individual school districts or charter schools to publish this information in a searchable, publicly accessible format on their respective websites.

Changes the reporting system from discretionary ("may") to mandatory ("shall") and expands its scope from expulsion data alone to all federally required civil rights reporting data.

Effective date: July 1, 2021.
