Authorizes issuance of state general obligation bonds not to exceed $225,000 to assist the Town of New Hebron, Mississippi with funding for three projects: a new fire truck ($150,000), wildlife walking track construction ($25,000), and street repairs ($50,000).

Creates a special "2021 Town of New Hebron Projects Fund" within the State Treasury to receive and disburse bond proceeds for the specified projects, with unexpended amounts and investment earnings to be used for debt service.

Grants the State Bond Commission authority to prescribe bond terms, determine sale methods, and issue the bonds with interest rates not exceeding limits in Mississippi Code Section 75-17-101 and maturity not exceeding 25 years from issuance.

Pledges the full faith and credit of the State of Mississippi to pay principal and interest on the bonds, making them general obligations of the state; bonds are exempt from Mississippi state taxation.

Sets July 1, 2025 as the deadline for issuing bonds under this authorization, and takes effect upon passage.
