Authorizes the State Bond Commission to issue up to $1,200,000 in general obligation bonds to fund HVAC improvements and Enhanced 911 system upgrades for Noxubee County Board of Supervisors.

Creates a special fund called the "2021 Noxubee County Infrastructure Improvement Fund" within the State Treasury to hold and disburse bond proceeds for the specified projects.

Bonds may have a maturity of up to 25 years from issuance and cannot be issued after July 1, 2025.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state, with interest income and the bonds themselves exempt from state taxation.

Remaining fund balances after project completion will be applied to pay debt service on the bonds, and investment earnings on the fund will also be used for debt service.
