Authorizes issuance of up to $500,000 in state general obligation bonds to assist the City of West Point, Mississippi, with improvements and repairs to Marshall Park

Creates the "2021 City of West Point Marshall Park Improvements Fund" within the State Treasury to receive and disburse bond proceeds, with funds remaining separate from the General Fund

Bonds may not be issued after July 1, 2025, and must mature within 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

State Bond Commission will oversee bond issuance, determine sale method, and manage all aspects of the bond sale process
