Authorizes issuance of up to $20,000,000 in state general obligation bonds to assist the City of Starkville, Mississippi, with extending Hospital Road and Stark Road

Creates the "2021 City of Starkville Hospital Road and Stark Road Extension Fund" within the State Treasury to receive and disburse bond proceeds

Bonds may not be issued after July 1, 2025, and must mature within 25 years from the date of issue

Bonds are backed by the full faith and credit of the State of Mississippi, with the State Treasurer authorized to pay any deficiencies from State Treasury funds

Bond proceeds and income from the bonds are exempt from all state taxation and qualify as legal investments for fiduciaries, savings banks, trust companies, and insurance companies
