Authorizes issuance of up to $5,000,000 in state general obligation bonds to fund improvements at Hawkins Field Airport in Jackson, Mississippi

Creates the "2021 Jackson Municipal Airport Authority Hawkins Field Airport Improvements Fund" within the State Treasury to hold and disburse bond proceeds

Funds may be used for land acquisition, planning, design, construction, preservation and renovation of the historic terminal building, relocation of the airport entrance, and other facility upgrades

Bonds must be issued before July 1, 2025, and mature within 25 years from date of issue, with interest rates subject to statutory limits

Bonds are backed by the full faith and credit of Mississippi and are exempt from all state taxation
