Authorizes issuance of state general obligation bonds not to exceed $10,000,000 to assist Hinds County, Mississippi with construction, furnishing, and equipping of a mental and behavioral health court/collaborative and/or mental health facility.

Creates a special fund designated the "2021 Hinds County Mental and Behavioral Health Court/Collaborative and/or Mental Health Facility Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from date of issue with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and no bonds shall be issued after July 1, 2025.

Bonds are general obligations of the State of Mississippi backed by the full faith and credit of the state, with principal and interest payable from state appropriations or the State Treasury.

Upon project completion, abandonment, or determination the project cannot be completed timely, remaining fund balances shall be applied to debt service on the bonds.
