Authorizes issuance of state general obligation bonds up to $10,000,000 to assist Hinds County with construction and development costs of the Byram-Clinton Parkway project.

Creates a special "2021 Byram-Clinton Parkway Project Construction Fund" within the State Treasury to receive bond proceeds and disburse funds under the Department of Finance and Administration's discretion.

No bonds may be issued after July 1, 2025, and bonds shall mature no later than 25 years from the date of issue.

Bonds are backed by the full faith and credit of the State of Mississippi, with the State Treasurer required to pay any shortfall from the general treasury if appropriated funds are insufficient.

Bond proceeds and income are exempt from all state taxation, and remaining funds after project completion shall be applied to pay debt service on the bonds.
