Reestablishes the Mississippi Workers' Compensation Commission as a special fund agency, with funds held in the State Treasury separate from the State General Fund, effective July 1, 2021.

Requires all fees and assessments collected by the Workers' Compensation Commission to be deposited into a special fund to the credit of the commission rather than the State General Fund, with expenditures made only pursuant to legislative appropriation.

Removes the Workers' Compensation Commission from the list of state agencies whose expenses are defrayed by State General Fund appropriations under Section 27-104-205, while maintaining the separate Second Injury Trust Fund.

Clarifies that the State Treasurer shall be custodian of commission funds, authorized to disburse monies only upon commission order, and empowered to invest excess funds with interest credited back to the special fund.

Maintains existing provisions regarding the Second Injury Fund, civil penalties collection, and carrier/self-insurer assessments, which are now paid into the Administrative Expense Fund rather than the State General Fund.
