Brings forward existing budget process provisions from Mississippi Code sections 27-103-125, 27-103-139, 27-103-203, 27-103-211, and 27-103-213 without substantive changes for possible amendment.

Removes authority to use Capital Expense Fund for emergency plugging of orphaned wells identified by the Oil and Gas Board, effective July 1, 2021.

Requires State Fiscal Officer to transfer $1.00 from General Fund (fund 2999000000) and $1.00 from Budget Contingency Fund (fund 6117700000) to the Capital Expense Fund during fiscal year 2021, totaling $2.00.

Maintains existing budget limitations requiring total General Fund appropriations not exceed 98% of general fund revenue estimate, with exceptions for specific fiscal years (2010, 2011, 2012, 2015, 2016, 2017 at 100%, and 2018 at 99%).
