Creates the "Mississippi Mobile Sports Pool and Race Book Wagering Act" establishing a legal framework for online sports betting and race book wagering through digital platforms in Mississippi, effective July 1, 2021.

Requires platforms operating online sports pools or race books on behalf of gaming licensees to obtain a manufacturer's and distributor's license from the Mississippi Gaming Commission and maintain geofencing technology to restrict wagering to players located in Mississippi.

Establishes player account requirements including age verification (minimum 21 years), initial account verification before wagering, and compliance with problem gambling protections and identification verification procedures.

Subjects gross revenue from online sports pools and race books to existing license fee structure (4%, 6%, or 8% based on monthly revenue tiers) and requires platforms to report criminal proceedings, suspicious betting patterns, and integrity concerns to the Gaming Commission.

Amends the Fantasy Contest Act to allow contests based on collegiate sports performances and clarifies that personal devices used to place wagers are not regulated gaming equipment under state law.
