Imposes a moratorium on new Medicaid enrolled providers of personal care services and respite care services under home- and community-based services for the elderly and disabled, effective immediately.

Extends the repeal date of the Division of Medicaid's authority to enroll new providers of personal care and respite services from July 1, 2021 to July 1, 2022.

Maintains all existing Medicaid coverage for home- and community-based services, health care providers, and reimbursement rates during the moratorium period.
